This article shows you how to use the package manager and talks about a few of its quirks. It's an early beta version, and you do notice that when using it.

I think that the Software Portal repository / REST API needs some sort of extra manifest file describing package dependencies and versions. Hopefully, future versions will improve dependency handling and automation, bringing OpenVMS package management closer to what Linux users are accustomed to.
