Apple App Store guidelines remove ban on encouraging external payments in US

The App Review Guidelines provide guidance and examples across a range of development topics, including user interface design, functionality, content, and the use of specific technologies. These guidelines are designed to help you prepare your apps for the approval process.

Third-party contextual advertising may also be permitted in limited cases provided that the services have publicly documented practices and policies for Kids Category apps that include human review of ad creatives for age appropriateness. If we find that you have attempted to manipulate reviews, inflate your chart rankings with paid, incentivized, filtered, or fake feedback, or engage with third-party services to do so on your behalf, we will take steps to preserve the integrity of the App Store, which may include expelling you from the Apple Developer Program. For example, if you want your app to play a specific song at a particular moment, or to create audio or video files that can be shared to social media, you’ll need to contact rights-holders directly to get their permission (e.g. synchronization or adaptation rights) and assets.
