One in five adults in developed nations demonstrate primary school-level literacy and numeracy skills, according to an OECD study of 160,000 people across 31 countries released December 10. The United States showed declining scores, with Chile, Italy, Poland and Portugal reporting high proportions of below-average performers. The study found widening skill gaps between top and bottom performers, with declining scores concentrated among lower-performing adults.
