And if Altman were more familiar with the history of the Manhattan Project, he might realize that the creation of nuclear weapons in 1945 a highly contingent and unlikely outcome, by a mistaken belief that the Germans were ahead in a “race” for the bomb. But in a little-known episode, then president Ronald Reagan and Soviet leader Mikhail Gorbachev nearly agreed to ditch all their bombs (a misunderstanding over the “ Star Wars ” satellite defense system dashed these hopes).
