ISPs say their "excellent customer service" is why users don't switch providers

Carr wrote a chapter for the conservative Heritage Foundation's Project 2025 in which he criticized the FCC for "impos[ing] heavy-handed regulation rather than relying on competition and market forces to produce optimal outcomes."
