In its 2023 Diversity, Equity, and Inclusion Report, Gainwell said it had 1,250 employees in India and was working to build and renovate local schools and learning centers, and partnering with Indian volunteer organizations. Cwalina, of the Pennsylvania human services department, said the state’s contract provisions restricting offshore work are due to its obligations under HIPAA to protect “sensitive personal and health information.”
