The decision came after a damning ProPublica investigation revealed that Microsoft had been using Chinese engineers to maintain Defense Department cloud systems under the supervision of U.S. “digital escorts” — security-cleared Americans who often lacked the technical expertise to effectively monitor the foreign workers’ activities. Microsoft spokesperson Frank Shaw announced the policy change on social media, stating the company altered its support practices “in response to concerns raised earlier this week … to assure that no China-based engineering teams are providing technical assistance” for Pentagon services.
