Neil Chilson, Head of AI Policy at the newly formed Abundance Institute, argues that this clause is anti-competitive, with its purpose being to ensure that if someone creates a smaller model that has similar performance to the big boys, it would not have cheaper compliance costs. Dean Ball, a research fellow at George Mason University’s Mercatus Center, claims that the bill would “ effectively outlaw all new open source AI models.”
