My partner replaced a broken iPhone with a refurbished model of similar spec and was very frustrated to discover this quirk, we suspect the phone was originally sold as new in South Korea(?) A quick search online shows that it may be related to a geographic collection requirement for companies to retain your data for 6 months. everything is speculation but if the law states that data must be retained if offering the service, and if Apple wishes to not violate a privacy right, those are at odds.
