More Rust programming language abstractions are on the way for the upcoming Linux 6.16 cycle to allow for more areas where Rust-based drivers can be created for the kernel. Notable with this pull request is adding new Rust abstractions around these CPU frequency scaling / power management code. These CPUFreq Rust abstractions were worked on for the past year and now seemingly in good enough shape and at a consensus for going to the mainline kernel.
