The spending signals concern over proposed new regulations like the Minnesota Age-Appropriate Design Code Act ( HF2257/ SF2810), which aims to strengthen safety and privacy for children who use popular services like TikTok, Instagram and YouTube. It further states that a business “must prioritize the privacy, safety, and well-being of children over its commercial interests” when the two are in conflict, and requires companies to complete a “data protection impact assessment” when introducing some new services. In submitted testimony, the Computer & Communications Industry Association warned that the bill could deny children “entry to supportive online communities that might be unavailable in their local physical location,” while also raising First Amendment concerns.
