What that really means is that they lease giant amounts of usage rights from bigger carriers with actual infrastructure like towers and cables in place. If you live or work somewhere like Manhattan or Los Angeles, you might not get the quality of service you want when you use an MVNO, especially during peak times when people are using their mobile devices.
