The European Commission today recommended reducing carbon dioxide emissions from fossil fuels by 90 percent by 2040 compared to 1990 levels. "You can set targets to cut greenhouse gases as high as you like, but without a clear plan to phase-out the fossil fuels that are producing them they simply aren't credible. Despite dozens of countries pushing for that kind of commitment, the agreement ultimately calls for "transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner."
