One of the primary recommendations is that the FCC “address TikTok’s threat to national security.” (Congress has, since the time the Mandate for Leadership was published, done just that by attempting to ban the app unless it divests from its parent company, ByteDance; whether the courts will let that happen remains to be seen.)
