As Schorre states in his abstract this complete compiler description "consists of syntax equations resembling Backus normal form and into which instructions to output assembly language commands are inserted". The change was made to maintain compatibility between the final three compiler versions of Step 16 where token rules introduced lower case alpha into identifiers for the META II interpreter.
