To address these national security concerns, the Commerce Department is taking targeted, proactive steps to keep [People's Republic of China] and Russian-manufactured technologies off American roads." According to Reuters, the rules were updated from the original proposal to exempt vehicles weighing over 10,000 pounds, which would allow companies like BYD to continue to assemble electric buses in California.
