Wayland Protocols 1.38 Brings System Bell, FIFO & Commit Timing Protocols

Wayland Protocols 1.38 is out with three new staging protocols.

The intent here is that system bell alerts such as from terminal emulators can be handled by the compositor to provide for better accessibility. The second new staging protocol is FIFO to allow for first-in, first-out surface content update behavior. The FIFO v1 protocol has been a year in the making for advanced presentation modes under Wayland, especially for Vulkan use.
