What are semiconductors and why is Trump threatening 100% tariffs?

In theory, Trump's threat to impose 100% tariffs on foreign-made chip imports would impact a wide range of chipmakers and the tech companies who depend on them for semiconductors - given most are based outside the US. But production at the site has previously faced delays due to a shortage of skilled workers - something that may present a wider challenge to increasing US-based semiconductor manufacturing.
