Dave Deek: That's actually very good to know because I would have thought it was like Jack Welch in the late 70s and 80s when he was proponent of a lot of bad management practices that became so rampant in America today. In my eyes it is more useful than just yelling at the government to try to be different,or bringing in a bunch of consultants to fix things up and immediately they start becoming worse as soon as they leave. I think he might have been working for the census and detailed to the Bureau of the Budget, but the gist of it was they brought on individual people who they thought could contribute, rather than just hired a consultant with a vague goal and an indefinite timeline.
