The new release fixes a nasty bug.
From Apple's release notes for iOS 18.3.1: "A physical attack may disable USB Restricted Mode on a locked device." Apple didn't share a lot of details about how the flaw is being exploited, but the company's wording is interesting. "Apple is aware of a report that this issue may have been exploited in an extremely sophisticated attack against specific targeted individuals," the release notes say.
